Cooling fans are functioning properly. The technician allowed the engine to warm up until the cooling fans turned on. They went to high speed and did not turn off. CHT pid was staying at 194 degrees. Upper radiator hose was hot and the lower radiator hose was cold to the touch. This indicates no flow of coolant through radiator due to a stuck closed thermostat. Replace thermostat and perform a BG cooling system service.
